Inappropriate bottle feeding caused by irresponsible marketing of infant formulas was a catalyst for the establishment of SPARC.
The importance of breastfeeding and the need to protect it (read more)
In December 1985, one of SPARC’s founding members, Mr. Anees Jillani, conducted a study for UNICEF Pakistan concerning implementation of the International Code of Marketing of Breastmilk Substitutes and related World Health Assembly Resolutions. In 1993, he drafted national legislation implementing the Code, which after 10 years of modifications and stiff resistance from the infant formula industry, was eventually enacted in October 2002 as the Protection of Breastfeeding and Young Child Nutrition Ordinance 2002.
SPARC’s emphasis with this issue has been on advocating national legislation implementing the Code. With legislation in place, attention will turn to monitoring company compliance with the law, its enforcement and the punishment of violators, keeping an eye in particular on the National Infant Feeding Board’s performance with a baby food industry representative as a member.
In addition to its alternative report on the state of Pakistan’s children, SPARC submitted to the UN Committee on the Rights of the Child a report specifically on the situation of breastfeeding in Pakistan.

Framework for Priority Action: infant and young child feeding advice to countries that cover the special circumstances associated with HIV/AIDS. Could also be viewed as UN agency advice on how to go to scale with programs to prevent postnatal HIV transmission (i.e., transmission through breastfeeding). |
