Millions of Asian children are denied their birthright every year by going unregistered at birth, missing out on access to school and healthcare and being made vulnerable to exploitation, The importance of birth registration should not be underestimated every year about 40 million children, one-third of all births around the world -- go unregistered. Asia accounts for over 60% of unregistered newborns, with fewer than 50% of children being registered at birth in countries such as India, Myanmar and Cambodia. In most countries, babies are registered soon after they are born, enabling them to receive a birth certificate. Without such a certificate, it can be very difficult for a person to lay claim to nationality or to exercise the rights associated with citizenship.
Birth registration is a fundamental right of every child, but only 20 percent children are officially registered on birth in Pakistan. Due to illiteracy and inadequate facilities the rest are not registered, causing complications in future.
In 1973 the Bhuttu Government the first government in Pakistan’s history that came into power through general elections, held in December 1970, introduced the concept of issuance of a national identity card to every citizen of Pakistan above the age of 18 years under the provisions of the National Registration Act. The required every birth and deaths to be reported to the relevant authority by stating that;:
The birth of a newly born citizen and the death of a citizen who has not attained the age of 18 years shall be reported to the District Registrar by such authority or officer as may be prescribed.
Under the National Registration Act , all citizens of Pakistan regardless of whether in Pakistan or aboard are required to register the births, deaths of their children with the concerned officer who is to then report it to the District Registrar. Failure to register under section 4 of 1973 Act is Punishable with rigorous imprisonment for a period up to three months or with the fine up to 1000 or with both. Furnishing of false information or refusal to furnish any information which the person ought to disclose is also punishable with the same penalty.
